Uttar Pradesh, the most populous state in India, has embarked on an ambitious scheme to transform its rural landscape. The scheme, called ‘Matrubhoomi Yojana’, aims to make common citizens direct participants in the development work of the state. Under this scheme, anyone can contribute 50% of the cost of a project related to infrastructure development in their native village, and get it named after their relatives or themselves as per their wish. The government will bear the remaining 50% of the cost.

The ‘Matrubhoomi Yojana’ was announced by Chief Minister Yogi Adityanath on September 15, 2021, and launched on October 2, 2022, on the occasion of Gandhi Jayanti. Interested citizens can choose any project from a list of approved projects by the government, and pay 50% of the cost through online or offline mode. The government will then release its share of 50% and start the work. The project will be completed within a stipulated time frame and will be named after the contributor or their relative as per their choice.

Matrubhoomi Yojana’ will encourage to the migrants who returned to their native villages during the Covid-19 pandemic to contribute to the development of their villages. The scheme aims to tap into the skills, knowledge, and resources of the migrants and channel them toward improving the infrastructure, livelihoods, and social services in their villages.

The scheme has three main components:

Matrubhoomi Samman: This component will honour and felicitate the migrants who have made significant contributions to their villages in terms of creating employment opportunities, enhancing productivity, promoting innovation, improving education, health, sanitation, etc. The migrants will be awarded certificates, cash prizes, and other incentives by the district administration.

Matrubhoomi Vikas: This component will provide financial and technical support to the migrants who want to start or expand their own enterprises in their villages. The migrants will be given priority in availing of loans, subsidies, grants, and other schemes of the state and central governments. They will also be provided with training, mentoring, and market linkages by the relevant departments and agencies.

Matrubhoomi Sahyog: This component will facilitate the participation of the migrants in the planning and implementation of various development projects and schemes in their villages. The migrants will be invited to join the village development committees, gram sabhas, and other local bodies and share their ideas, suggestions, and feedback. They will also be encouraged to donate or mobilize funds for the development of their villages.

The ‘Matrubhoomi Yojana’ is expected to have multiple benefits for the rural areas of Uttar Pradesh. It will improve the quality of life and standard of living of the villagers by providing them with better facilities and services.
